Patti Melker Richards

Patti Richards is a tax attorney who is also a Certified Public Accountant, passing the CPA examination at her first sitting in 1987.  She completed her legal education at the Georgetown University Law Center.  She offers clients legal advice enhanced by her strong accounting skills. Her broad legal experience includes a year of government service at the IRS Office of the Chief Counsel, large firm tax practice (Dewey Ballantine, LLP, Washington, DC, and Powell Goldstein, LLP, Atlanta, GA), a tax boutique (Burt Staples & Maner, Washington, DC) and her current practice (The Richards Law Firm).  In addition, Ms. Richards is a member of The Tax Controversy Group, L.L.C., along with Vivian D. Hoard of the Hoard Law Firm, P.C.  (For information about The Tax Controversy Group, L.L.C.,  please click here.)  Presently, Ms. Richards is serving on the twenty-two member Internal Revenue Service Advisory Council (IRSAC). Her private practice focuses on domestic and international tax planning, controversy and compliance, particularly tax accounting, research credit, transfer pricing and manufacturing deduction issues as well as issues unique to tax-exempt and non-profit organizations.

 David G. Richards

David Richards retired from Cingular Wireless LLC as Chief Counsel-Federal Regulatory at the end of 2005. While there, he was instrumental in obtaining Federal Communications Commission approval of numerous transactions including Cingular’s $41 billion acquisition of AT&T Wireless Services and its $1.4 billion purchase of NextWave spectrum. Mr. Richards spent 10 years at the FCC handling legal and regulatory issues concerning the mass media, wireless and domestic and international wireline industries. In addition, he has over 23 years of experience with wireless companies ranging from a cellular start-up to today’s largest wireless provider. With those companies, he counseled in-house clients on all aspects of FCC and state regulatory issues and compliance and participated in numerous FCC proceedings, spectrum auctions and appellate matters. He holds a Juris Doctor degree from the Notre Dame Law School and a Bachelor of Science degree in Mechanical Engineering from the University of Notre Dame .
